I agree with you but there is a workaround for those ISP's that operate that way.  Sometimes you don't have many choices of ISP's in a given area.  Here is the workaround.  Write down the MAC address of the provisioned system.  Now put a router/firewall that is capable of MAC address cloning just after the modem and configure the MAC cloning feature to mimic the MAC address of the provisioned system that you wrote down.  Build your network behind that firewall/router.  The end result will be that the ISP only see's a single MAC address comming from your local network.
