Not if his ISP is provisioning devices by MAC address. Many providers do just that. The workaround that I know of is to get a single mac address provisioned and use a router/firewall that is capable of MAC address cloning and configure it to clone the MAC address of the provisioned system. I have seen this before but again, it depends on your provider.
