We dont know the story behind this...if there is a stalker and has terrorized this family, then I can understand the mother's paranoia about her daughter being murdered.
I used to live in Phx, AZ and I know Camelback Mountain..it is very dark up there. It would be easy for a predator/burgular to get around.
Why cant the HOA assocation and neighbors work with this woman to find a solution instead of fining her?
Just seems kinda drastic.
