Actually, this is quite possible in Japan. I noticed the animated character is talking about earthquakes and when the trains will operate. And my JSL is very bad, so if I understood it, that's surprising!
But JSL doesn't use as many facial elements as ASL does. When I was helping to teach ASL to deaf college students in Japan last year, they thought it was funny how I always made faces when I was signing. Of course JSL does have SOME non-manual markers, but they are not used as much as they are in ASL. So although it would be hard to produce animated signing in ASL because of the mouth movements and facial expressions, it's a little bit easier in JSL.
Of course, JSL has a different grammar from written Japanese, so the program is not perfect because they are just substituting words...it's more like Signed Japanese.
