Is there a blind culture like their is deaf culture?

Is there a blind culture? Blind people having their own writing system called Braille. It doesn't resemble the English alphabet letters and people need to be trained in order to read it.
 
And is there a wheelchair culture? People in wheelchairs who don't see themselves as disabled and have no desire to walk?
 
No to both as far as I'm aware.

Braille is a tool- I don't know if it's considered a language in it's own right though.

Many people in both groups don't see themselves as disabled, just like Deaf but that doesn't make it a culture. There's a lot involved with creating a Culture- like ASL (or any other SL) as a language in it's own right- that unites many...

Braille is not a language. It's a way to represent various languages in writing such as English. However writing systems are considered part of culture. They vary in different cultures. For instance, Americans write "favor" whereas Britons write "favour".
 
The answer is not really. Most blind people are adult aquired blind. Only a small percentage are pediatric blind/low vision. I don't know exact numbers but I thought there was a significent percentage who are severely multihandicapped(like pediatric nursing home level) blind. That's why Jr Blind in CA expanded from Blind to also serving sighted multihandicapped people. There ARE Blind with additional disabilties as well as "just blind. Blind Schools as an option are DEAD". Most blind kids attend their local school, and may not even know other blind/low vison kids or even attend Blind Camp.
