He sounds like he does not know what he is saying, much less doing. You are probably his first relationship, it sounds alot like he has no idea on how to go about talking to you, so he will get insecure and start to sound indecisive. Are you more experienced? You pretty much have two choices here - either take him under your wing and 'show him the ropes', or move on and give him time to grow up.
