A big problem I notice with some girls is that they want to 'force' someone to like them or be in a relationship just like they do. Women sometimes want to not see the reality that the man isn't really serious about getting into a relationship.
My advice is to not make it complicated than it already is. He clearly stated he doesn't want to be your boyfriend. When you're having a crush, you want to think it's more and mislead yourself. I don't think he misled you, but it seems to you like it is because you had feelings for him which can confuse you.
Just be his friends, and you'll be happier that way. Maybe he'll be interested later, but let him do the asking because you already told him your feelings.
