This one is called "Politicians discussing global warming" by Issac Cordal in Berlin.

so it's like they are debating as they drown in their stupidity...
 
I don't know if I like the sculpture per se, but I like the symbolism behind it.

id agree with you, it isn't pretty to look at, or to marvel, so indeed you're right its the idea behind it, hence you say symbolism, and yet the artist who did this got it right though, he's mocking politicians ignorant of an enormous environmental plight we're all facing in this age....
