IL, City of Chicago headed towards TWO minimum wages

How are you screwed?

Because a higher minimum wage means reduced employee hours, and some may have to be let go to balance the higher minimum wage. I had expected IL to pass it, NOT the City of Chicago. My concern is what'll happen if both pass. It's asking for confusion, and other things. I'm not a supporter of two separate minimum wages within my state. The other problem is that the state lawmakers aren't planning on preventing the city from trying to pass it. I can assume some people might be wondering what'll happen if we have two.
