Well, there is always salt in freshwater, just not that much compared to saltwater or the ocean. Take an enclosed basin like the Dead Sea in Israel. Jordan River is the only source of incoming freshwater into an enclosed basin with no outlets. It just collects the incoming water and accumulates the salt from the bottom up since accumulated dissolved salt is denser the water gets saltier the deeper you go.
