One way to know if someone is interested in you is flirting...eye contact, saying all the nice things like you look pretty/handsome, etc. Touching you on arm, maybe sexual touch at right time and so on....thats how things get started in the first place. 
If online--which Ive never done cuz Im old fashioned heh--that means asking person about his/her martial status...single, married, etc. Then ask your about your hobbies, interests and where you live, etc. Have fun!!
