How to an apply to International Student in the US

Hi everyone. My name is Hristo. I'm profoundly deaf since so born and also my parents are deaf. Lives in Plovdiv, Bulgaria. I'm going to graduate to my High School of the Arts in this June, I decided to leave from the deaf school of the Plovdiv in 2010 because all teachers were poorly educating and hearing however unskilled sign language and oral mostly to their childrens and juniors, they were so apathy as well and nothing to have motivation. Anyway, I'd like to an apply to anywhere colleges or universities in USA & also know how to use a US visa if it would rather need. Because I not interested in go to somewhere in my country that's why no there has no plenty of deaf studies and most useful in their orals in the colleges or universities. Lemme know which is the best college for the deaf ? is NTID (included RIT) or other college ? would it be difficulty hard to get an apply? tuition something and more.
