HIV Infection Rate Among Blacks Doubles

BOSTON - The HIV (news - web sites) infection rate has doubled among blacks in the United States over a decade while holding steady among whites — stark evidence of a widening racial gap in the epidemic, government scientists said Friday.


Other troubling statistics indicate that almost half of all infected people in the United States who should be receiving HIV drugs are not getting them.


The findings were released in Boston at the 12th Annual Retrovirus Conference, the world's chief scientific gathering on the disease.


"It's incredibly disappointing," said Terje Anderson, director of the National Association of People With AIDS (news - web sites). "We just have a burgeoning epidemic in the African American community that is not being dealt with effectively."


Researchers and AIDS prevention advocates attributed the high rate among blacks to such factors as drug addiction, poverty and poor access to health care.


The HIV rates were derived from the widely used National Health and Nutrition Examinations Surveys, which analyze a representative sample of U.S. households and contain the most complete HIV data in the country. Researchers at the Centers for Disease Control and Prevention (news - web sites) compared 1988-1994 data with figures from 1999-2002.


The surveys look only at young and middle-aged adults who live in households, excluding such groups as soldiers, prisoners and homeless. Thus, health officials believe the numbers probably underestimate true HIV rates in this country.


Still, they show a striking rise in the prevalence of the AIDS virus from 1 percent to 2 percent of blacks. White rates held steady at 0.2 percent. Largely because of the increase among blacks, the overall U.S. rate rose slightly from 0.3 percent to 0.4 percent.


Smaller studies had shown rising infection rates among blacks in recent years, but this study takes a longer and more complete look at changes in the general population.


"I think it's very concerning," said Dr. Susan Buchbinder, who leads HIV research for the city of San Francisco. "I think what we need to look at is how we can reduce those rates and get more people into treatment."


She recommended a stronger focus on treating drug addiction.


The lead CDC researcher, Geraldine McQuillan, said she was encouraged to see the HIV rate among younger blacks holding steady at just under 1.5 percent.


"It tells me we're making some headway," she said.


Other national data and published reports studied by the CDC showed that 480,000 HIV-infected people ages 15 to 49 should have been getting antiviral drugs in 2003, yet only 268,000, or 56 percent, were given such medication.


Researcher Eyasu Teshale of the CDC said the gap represents "a substantial unmet health care need."


Treatment is widely viewed as a central component in prevention. Powerful AIDS drugs that came into wide use in the mid-1990s can knock down levels of the virus in the body, reducing the chances that the patient will infect others.


Nearly 1 million people in the United States have contracted the AIDS virus since the outbreak began in the early 1980s. About 40,000 people test positive each year, and more than 18,000 die. However, U.S. infections have remained fairly level in recent years with the use of powerful HIV drugs.

All this means is, certain individuals aren't being careful. It doesn't really matter what race you are. If you're not careful, you could get sick. In order to prevent the spread of AIDS, one has to use their common sense. If a person is infected, don't have sex with him or her. If you choose to have sex with an HIV infected person, use a condom or a dental dam. Know your partner. If he or she is an IV drug user, don't have sex. Remember, though, that you assume risks whether you're protected or not. Accidents happen, so if you want to be 100% sure you won't become infected, don't have sex. :)

HIV Infection Rate Decreasing in Blacks

ATLANTA (AP) - The rate of newly reported HIV cases among blacks has been dropping by about 5 percent a year since 2001, the government said Thursday. But blacks are still eight times more likely than whites to be diagnosed with the AIDS virus.

"The racial disparities remain severe," said Lisa Lee, an epidemiologist at the Centers for Disease Control and Prevention.

The falling rate among blacks seems to be tied to overlapping drops in diagnoses among injection drug users and heterosexuals, CDC researchers said.

The study was based on 2001-04 data from 33 states that have name-based reporting systems for HIV. Health officials do not know which diagnoses represent new infections and which ones were infections people had for years but had just discovered.

The CDC found that overall diagnoses in the 33 states decreased slightly, from 41,207 cases in 2001 to 38,685 in 2004. The rate fell from 22.8 cases per 100,000 people in 2001 to 20.7 per 100,000 in 2004.

The decline was more pronounced among blacks - the rate dropped from 88.7 per 100,000 in 2001 to 76.3 in 2004. Among whites, the rate rose slightly from 8.7 to 9.0.

At least part of the decline among blacks appears to be tied to a 9 percent annual decline in diagnoses among injection drug users, who can get the virus from contaminated needles. More than half of the drug users were black, Lee said.

The decline is also linked to a 4 percent decline in diagnoses among heterosexuals. About 69 percent of the heterosexuals diagnosed with HIV were black.

Diagnoses among men who have sex with men remained roughly stable from 2001 to 2003 but climbed 8 percent between 2003 and 2004. That was true for men of all races, CDC officials said. But they could not explain the recent increase.

In New York, needle exchange programs helped explain declining HIV infection rates, said state Health Department spokeswoman Claire Pospisil. New York introduced needle exchanges in 1992, and 114,500 people have participated, she said.

Most public health researchers say such programs have been clearly effective against the spread of HIV, but some argue they work against efforts to fight drug abuse.

The government does not know exactly how many people have HIV. Roughly 25 percent of people living with HIV do not know they are infected, health officials said.

The study for the first time includes data from New York, which accounted for more than 20 percent of the diagnoses seen in the 33 states. "The inclusion of New York data gives us more representative picture what going on," Lee said.

California and Illinois are among the states still missing from the database.

Does anyone else think that we should lock up SOME HIV+ folks? Like bug chasers (obviously) Also maybe do mandatory testing for prisoners so that they can be housed in seperate facillities so they don't infect others.
I'm not saying ALL HIV+ folks should be locked up....just some of them! I mean that way, it could prevent some infections and stuff like that, thereby reducing health care costs! I'm sorry, but if irresponsible behavoir jacks up money....then THEY themselves should be punished!
 
True, but there are a lot of people out there who would put themselves in harmsway no matter what!

I could be wrong, but I think there have been cases where people who knowingly attempted to pass on HIV were charged with attempted manslaughter or something

Er...Ryan White did get Aids via blood transfusion. Definitely not his fault.

Most people get Aids through their own actions and often blame everybody else (they want their cake and eat it too). It is the unfortunate few that get it as no fault of their own. These are the ones I sympathize with...
