If she already has one, tell her she cant get another one. The deal was, one each. Sounds fair to me.  And tell her she needs to have it trained before it becomes a permanant part of the home. No sense in endangering yourselves and damaging property. Better yet, tell her she'd have to pay for all damages  that'll scare her.
