We pay our mortgage, insurance, and tax monthly for our house.  The tax money is held in escrow, and then paid once a year.  Our house tax covers town and county services such as police, fire, trash, recycling, library, and schools.


We pay annually for our vehicles' taxes.  We get a receipt for the taxes.  We show the tax receipt and insurance proof before we can get our vehicle registration renewed each year.


The amount of vehicle tax is determined by the age and mileage of the vehicle.  The older the car is, the less the tax is.  If a vehicle has "high mileage" (meaning more than the average number of miles per year that is expected), then the fee is reduced.  The minimum is $35 per year.  There is an exemption for senior citizens.


Poor people usually don't have expensive cars, so they don't have expensive tax to pay.
