You have no right to use NEECY because she was already established language before she became deaf at age nine.. thats very different from nine years old and 12 months or one or two years old.  You cannot compare between her and youngest ages... I have seen some ex Ciers younger has behind their language because you dont give them a chance enough to use ASL.
