They could have mitigated damages by turning the water off themselves instead of waiting for two hours for "engineers" to do it. It doesn't require an engineering degree to turn a shutoff valve.

I guess I'm spoiled by my time in the Navy, and being a homeowner. I expect people to know these things, and have handles and T-bars available.

It was probably more of a union issue. Once you have the problem or once you make the call, you have to leave it up to the people you call to do the work.
