Who is really to blame.  It's the promoters of the expo that screen and allow the booths in.  I would question the promoters who let the CI booth in there.  It's them that decide what the expo is about and who is allowed in.  Maybe they didn't feel that it was a strictly ASL expo and wanted to expand it to include other things that affect the deaf population.
