I will say this - knowing what I know now, if I was born deaf today, I would sure hope my parents WOULD implant me with a CI. If I chose not to use it when I got older (which I wouldn't - knowing what I know now about how amazing CI's are,) that would be my choice, but at least I would have had the OPPORTUNITY to take advantage of the short language acquisition window a child has.
And if I had a deaf child of my own - I would definitely get them implanted.
