This just been happening a lot with slum landlords, they rents to tenants that do not know their rights and can't speaks English very good. There has been too many fire like that in my state too. When I lived in Boston ,MA there a slum landlord who was so bad that a newspaper printed a drawing the body of huge rat and it had the landlord face. I can still remember this years later b/c the drawing was so creepy looking. A lot landlords rent out the basement
and attic and they have only one exit and that is illegal .
