The battle of the boobs could be decided by a simple question: Who’s watching the bottom line?

State Police descended on Times Square Saturday as the topless painted ladies and their male managers who have been preying on tourists for tips were questioned on whether their basic business practices are on the up and up.

One state officer was armed with a clipboard and grilled the women, trying perhaps to find a way to kick them out of the Crossroads of the World once and for all.

Sources said the police were working on behalf of state Labor Department investigators looking into the jiggly panhandlers.


Gov. Cuomo, in a phone interview with the Daily News Friday said the answer to the topless terror is simple: “either the activity is legal or its illegal.”

Cuomo said if the bare-breasted buskers are operating as a business, then the state needs to ensure they are in compliance with tax laws and workers’ comp requirements.

The investigation comes as city and state politicians vie for a solution that would rid Times Square of the topless tip seekers after the Daily News brought the issue to light last week.

Mayor de Blasio created a task force and suggested eliminating the pedestrian plaza at Times Square would purge the area of the mammary menaces. On Friday, State Sen. Ruben Diaz said he planned on proposing legislation that would bar both men and women from going topless.

While a 19-year-old New Jersey man dressed as Spider-Man was arrested for aggressive solicitation, according to police sources, the latest near-naked lady to cause a stir at the tourist mecca was 69-year-old Clare Hogenauer.

“I’m doing this to say that we all have the same right to be topless,” Hogenauer said.

Topless Women, Men Parading Through Manhattan

NEW YORK (CBSNewYork/AP) — Topless women and bare-chested men are marching through Midtown Manhattan — defying anyone who wants to stop them.

The fact is, appearing topless is legal in New York. So participants gathering Sunday for the group GoTopless’ Nipple Pride Parade say authorities have no power to block them.

The breast-flashing action comes amid a growing controversy over topless, painted women posing for tips in Times Square.

The parade started at 1 p.m. at Columbus Circle and is moving down toward Bryant Park, just off Fifth Avenue.

It’s part of the annual worldwide GoTopless Day. Events were planned in about 60 cities, including Los Angeles.

In New York, GoTopless spokesperson Rachel Jessee says the goal is for gender equality when it comes to baring one’s chest.

“For 23 years, New York has been a beacon of topless equality,”Jessee said in a news release.

“But few women exercise their topless rights in New York even now. Shame and guilt are deeply ingrained, and they find it hard to break free. The purpose of the Nipple Pride Parade is to empower them to overcome those feelings.”

Police are blocking off streets along the route.

Mayor Bill de Blasio has formed a multiagency task force to address the issue of the topless women in Times Square. Police Commissioner Bill Bratton suggested last week tearing up the pedestrian plaza because he said it has become a gathering place that has led to more problems.

Gov. Andrew Cuomo has said he believes the women posing for the photos are breaking the law and undermining efforts to keep the tourist area family friendly. He told NY1 on Wednesday that the situation is beginning to remind him of the seedy days of the “bad old Times Square.”

I feel uncomfortable about this sort of thing and it not shame or guilt.I unaware we have topless day is it international..Woman getting her knockers out in public what do it achieved just giving men eyeful for money I think woman degrading herself.If on other hand she on beach for sun tan she doing it for different reasons
Doing topless like this put women's rights back 30years

Not sure aboit nyc.....i thought they changed that law...up here it is...but few do it....very few...veey very few...seems more.women wanted to do it when it was illegal...its been legal for 20 years besides hairy dykes making a statment,....
