It is a luxury to the criminal, possibly someone with nothing ( no family, no job, no hope) it is not rehabilitation. They sit in a cell, they eat, sleep, shit... fight because the only real entertainment they have is drama.
otherwise the criminals in for life, what are they going to do, learn a new job skill that they will never use? They are never getting out and they have no interests in changing. That's for real.
