Unfortunately, no.

Well, I'd say NRL (National Rugby League) but I don't watch much sports on TV, but I play some myself in real life.

I have a videophone from USA, which is Viable VPAD, and it connects to Viable Server and whatnot. But I have connected to other USA VP users and it works fine. Becuase I have high speed internet which is 8000/384 kbps

According to your friend in the Dominic Republic, it is all related to the internet speed, the videophone requires high speed internet to use the videophone to provide a smooth and easy communication online. It needs at least 512kbps (download)/256 or more kbps (upload) but the best option to have 512/512 or more whatever, is the best to make a smooth video call. Hope this helps. :)

Checking Speedtest.net - The Global Broadband Speed Test is a great tool to check how fast the internet is, if it is very slow, the internet needs to be upgraded, but it depends on the ISP companies in Dominic Republic area, would they provide high speed? That remains unanswered.
