I been in Richmond, VA in past. Richmond is Full of Black Community. I dunno that Black people would like that idea about Bill and Fined for $50 dollar. They will spit on the Bill for sure and want to feel their choice to wear Clothes as Style. I noticed that Black guys always have low rider pant with Boxer. It is not too bad to look nasty. But now White guys do same thing. It is not bother me to see that if they know how to cover their naked butt or put long shirt covered behind. I am used to see many time.Mommyof3
