I think if  you  lived  in  my city  and saw  how  bad  teenage boy  drive around here you would  feel difference .  It  bad  enough driving around  here we sure  don't  need drunk 18 yo  on the road too.  I  am still in pain from a  teenage  driver T boning  my car  .   I don't know what  kind of  drivers  you have in Europe but  we have a lot rude aggressive drivers  and  AAA just reported drivers  are more aggressive than  ever . Once a  law does  pass  in  California other states seem to follow them .
