Agreed. Some have mental issues and probably incoherent to do a simple task. People in general are lazy to clean up after themselves .

I remember watching this commercial as kid. People are lazy to pick up their garbage. I am sure homeless areas are more difficult to control garbage. People who have access to trash cans be more considerate.
