The measure, which passed on a 28-10 vote as an amendment to the budget, would bar the state from doing business with any company found to break federal laws barring illegal immigrant hiring. It would also toughen penalties for creating or using fake identification documents, and explicitly deny in-state college tuition for illegal immigrants

Democrats had resisted such a sweeping proposal, but spent last evening negotiating today’s measure, shortly after a new polled showed 84 percent of the liberal-leaning state’s voters supported tough immigration rules barring state services to illegal immigrants…

The measure would also close what supporters say is a loophole that allows businesses to register cars under a company name, without identifying the owner by Social Security number and federal tax identification number. It would also crate a toll-free hot line for anonymous reporting of companies that employ illegal immigrants…

Thursday’s Senate amendment would also authorize the state attorney general’s office to broker an agreement with federal authorities to help enforce immigration law. That would be a stark departure for Attorney General Martha Coakley, who has increased outreach to immigrants, encouraging them to file employment complaints, regardless of their legal status. Scores of immigrants whose bosses allegedly failed to pay their wages have turned to her for help in recent years.

Cool. About time, too.

I wonder what Obama will say about Massachusetts now?

Racists?

I don't think anyone will say they're racist. This is the kind of immigration reform that needs to be implemented. Crackdown on the companies that foster illegal immigration; deny illegal immigrants state subsidized benefits.

This is far more effective, constitutional and legal than passing laws that demonize American citizens based on their ethnicity and allow police officers to interrogate anyone they want.

Well done, Massachusetts.

Exactly.

I like both AZ and MA plan.

But there are problems with MA's plan too...

1) Cracking down on employers is tough. I am in favor of it but it is not easy.

2) Hotline to report companies???? Let the blackmail begin. Not to mention the racial profiling by fellow employees who don't have the training Police officers in AZ receive. Could be much more racial profiling under the MA law.

I like both laws though

what's the difference with other hotline? bunch of people would call anonymously too. I'm sure police knows how to handle crank hotline calls.

Huh???

Blackmail- Very easy for employees to blackmail there employer or fellow employees. Perhaps those employers get what they deserve but blackmail is a crime.

Racial Profiling- In the MA law racial profiling will be done by fellow employees. "Hello, I am calling to report AAAA Corp. for hiring Jose." Talk about a potential for rumors to get out of control.

Equitable is rarely easy. Ethical even less so. This should be about what is fair and ethical, not what is easy.

That isn't racial profiling. Hotline information is confidential until an investigation reveals something there to substantiate. Where exactly are these rumors going to come from? There is no more potential for abuse in reporting here than with any other method of reporting.

so.... how is it any different from any other hotline??? Whistleblower.... old news. Calling anonymously to report that he is a pedophile or he smokes weed. :dunno:

Not to mention, a police officer has a one-up on any citizen from the start. A coworker doesn't have that kind of one-up.

Easy......

Here the determination is based on race. That's where it becomes racial profiling. Only it's employees doing the profiling instead of LEOs. Doubt Stan is ever going to question Bob and Mary's citizenship (although maybe they should) But Stan might have questions about Jose and Maria......especially since he sees the speaking spanish at work.

Yeah by definition "racial profiling" is a law enforcement thing..... but here, by law. the hotline is a law enforcement tool. If you don't like the use of the term "racial profiling" take it out. The fact remains that many calls into the hotline will be made by people judging another by the color of their skin or the language they speak. And goverment resources and money will be used to verify all of these calls. And a key difference.......the people of MA receive no training. The AZ law calls for LEOs to have training AND NOT use skin color as a factor. Regardless of practice, that is the law. In AZ, by law, LEOs first must have a reason to approach an individual. In MA, poor Jose and Maria can be reported by a co-worker just because they don't get along. Yeah it's the company that faces the legal charges in MA......But poor Jose and Maria still lose their job even if they are left out of the legal process.

Again....I like the MA law. But it is not without problems.

would you like a straw for you to grasp?

Every solution brings its own problems.

The difference is that a civilian can't abuse the law; a LEO can.

 No grasp......Youtube is filled with disgruntled employee videos. The hotline will just be another tool for them to vent. Especially if it is anonymous and they can't be held accountable for their report.

you do realize that by doing it anonymously - the police takes it with a very tiny grain of salt? This is no different from employees calling anonymously to report sexual harassment, employer abuse, corporate misconduct, and dozens of other things. oh and also anybody can do it anytime by placing anonymous call to ICE to report that somebody in neighborhood or store is an illegal.

That's why I say those hung up on the strict definition of "racial profiling can feel free to omit it. :)

Fact remains.....a hotline will create many reports based soley on skin color. LEOs will have to investigate those too. It will not be cheap investigating all of those reports.

I still savor the MA law.....be interesting to see if this leads to cock roach theory.

Bingo .... and won't LEO's be accountable for racial profiling rather than some anonymous reporter?

I believe that's ICE's job to investigate it, not LEO.
