EU to Campaign for Worldwide Ban of Death Penalty

The European Union has vowed to step up efforts aimed at a global ban of the death penalty in the wake of the recent executions of former Iraqi dictator Saddam Hussein and two of his aides.

German Justice Minister Brigitte Zypries said on Tuesday the bloc was planning to submit a resolution to the United Nations to put the moratorium on the agenda of the UN General Assembly.

"We all believe that the death penalty is something that should be rejected," her colleague, German Interior Minister Wolfgang Schäuble, told reporters after informal talks with his and Zypries' EU counterparts in the eastern German city of Dresden.

"The EU will continue to campaign for a worldwide abolition," he stressed.

Italy has been pushing for a global moratorium on capital punishment since Iraq executed former dictator Saddam Hussein two and a half weeks ago. Rome, which is currently a member of the 15-member UN Security Council, says the 27-member EU should try to increase international support for the diplomatic bid.

Botched execution

A botched hanging in Iraq on Monday, which was condemned by European leaders, may have rallied more EU states to the cause.

Two of Saddam Hussein's aides, his half-brother Barzan Ibrahim al-Tikriti and former judge Awad Hamed al-Bandar, were executed for crimes against humanity. Al-Tikriti's head was accidentally ripped off his body by the noose that hanged him.

"Reports on the gruesome circumstances of (Monday's) executions are very disturbing," said Irish Foreign Minister Dermot Ahern. "I believe it is in the interests of justice and reconciliation in Iraq that the Iraqi authorities now take the step of ending executions."

Hours after the execution, European Commission President Jose Manuel Barroso said he backed Italy's campaign to put a stop to capital punishment.

"I believe in our European values and I take this occasion to thank Italy for all the initiatives that it announced so that, in the framework of the United Nations, we can work together to put an end to the death penalty."

The hangings in Iraq were carried out despite international appeals to halt them, including from UN Secretary General Ban Ki-moon, the EU and human rights groups that argued the trial was flawed and unfair.

Experts say influential EU members, such as Germany, will be unwilling to irk the United States and other commercial partners such as Iran and China, which back the death penalty.

Capital punishment is banned in the EU, but continues to be permitted in 68 other countries.

Saddam is supposed to send to ADX, that worst prison ever, also better than death row.

Death row can harm our human rights but ADX don't harm it.

I'm glad that the United States of America is not part of the EU. :P

How could Saddam be sent to ADX? ADX is in Colorado, USA. Saddam had to be tried and punished in Iraq.

Iraq? I thought US already took him in their country and stuck in USA for few years.

Saddam Hussein was never kept in the United States. He was captured by Americans, and guarded by Americans but he was in a prison in Baghdad, Iraq.

Capital punishment are banned in all of EU countries but 68 other countries? It could be that America is one of 68 countries?

I wish that USA is part of EU.
Thankfully, the United States is on the continent of North America, NOT Europe.

Why would you want the USA to surrender its sovereignty to join a group like the EU?

I think that if USA is part of EU then would be fun but there's pros and cons, also economic, political and other system are going to growing and assist war to get done. I know it was not from Europe but there's some debate about USA and EU too.

The problem in here USA is overpopulation in prisoners. The taxpayers are paying to keep them alive for so many years including the child molester/killer, murderers. Those are lifetime prisoners that will never get out. I'm in favor of Death Penalty for those who kills the victims especially the children. The victims' families would love to see the murderers die. If it was a robbery, drug addict, etc (not killers) it's ok for them to stay alive.

It's really depraved to take joy in the death of another human being - especially when it's being witnessed firsthand.

I find the "logic" used to justify murdering another human hard to accept.

But why the people continue with their severe criminal when they know there´re death penatly law around?

I would not want to die when I were them but why they continue do that when they know about death penatly law? It look like that they rather to die than stay in prison to suffer rest of their life. ?

That´s why I think the law for death penatly do not solve anything.

They have no souls, if u met them then u would understand better. They are not human beings. Stay in prison will not make their live miserable but got away with it. What about the victims, they don't deserve to die too.
Why EU complain about USA invlove with death pentaly in Iraq when Iran and Arab done worst to their own people, in Iran they stoned people to death if they committed adultery and Arab beheaded them too if they committed adultery. I hope EU will make impact on those countries but I doubt it.

Actually, the death penalty is often more expensive than a life sentence - even in a Supermax prison like ADX.

Also, we have to ask ourselves about the motivation for the death penalty. It's arguably not an effective deterrent and it doesn't allow for the possibility of error in the justice system (i.e., limited options for appeals). It does offer a recidivism rate of zero, but I think it's primary motivation is, as you said, vengeance. This is my opinion, but I do not think vengeance is a good quality for society to support.

I don't think it would be a good thing for either the EU or the US if we were to join the EU; but I do think it would be a good thing if we also abolished the death penalty.

I do know most states don't have death penalties. I remember what happen in Maine about a boy who was buried in a tub covered with cement. Those 2 creeps killed and have sex with him. I was really really mad at those pervert. In Maine don't have death penalty but they are trying to make it death penalty. Unless the prisoners beat them up. Those children should not have to die in the hands of the murderer. What happens if there's no death penalty and the prisoners is way overcrowd and then what?

You're putting a price on human life? Because someone killed another person and it costs too money much to house them for the remainder of their life it's morally acceptable to murder them? Murder is never acceptable however anyone tries to justify it: mercy killing, honour killing, or some perverted sense of justice.

To answer your question - stop spending trillions in asinine foreign wars and spend the money to deal with problems at home (including dealing with crime). Decriminalise narcotics and do away with asinine "mandatory minimum" sentences.
